What we do
The Procurement Group is a centre of commercial expertise. We are responsible for the coordination and oversight of the sourcing strategy, selection, contracting and supplier management for goods, services and works including construction for the agency.
How we work
Our preference is to use existing supply arrangements (contracts and panels) before we approach the market with new tender opportunities. New opportunities to provide goods, services or refurbishment works over $100,000 and new construction works over $10 million will be advertised on the Government Electronic Tendering Service (GETS). This free service is provided by the Ministry of Business, Innovation and Employment (MBIE).

Existing sourcing arrangements
Housing New Zealand has established a number of supply panels to provide goods, services and works. These panels are either open (for which we accept applications at any time) or closed.
Our contractors’ safety is very important to us, so we have worked with our Health & Safety business partners to make H&S Pre-qualification a requirement for all suppliers who want to provide construction services to us. Suppliers must have H&S Pre-qualification before they supply construction services to our agency.
Future procurement opportunities
We are responding to the strong demand for public housing by ramping up our build programme and redeveloping existing properties. We are investing around $2.6 billion in external spend, giving suppliers opportunities to secure work and help us achieve our goal of providing homes and communities for our country’s most vulnerable people. Housing New Zealand is a reliable client which is committed to paying suppliers on time.
We send an Annual Procurement Plan (APP) to MBIE, which is a yearly forecast of our expected procurements. The APP is included in the consolidated list of anticipated New Zealand Government procurements.

If there is no specific contract for the goods and services ordered on a purchase order, Housing New Zealand’s general terms and conditions will apply.
Suppliers will be deemed to have accepted these general terms and conditions when supplying any good / service to us.
New Zealand Government Procurement
MBIE establishes standards of good practice for the procurement of goods, services and works by the New Zealand Public Sector. Housing New Zealand applies these standards to our procurement activity.

Supplier feedback and complaints
We manage supplier feedback and complaints in line with MBIE’s Guide to Supplier Feedback and Complaints.
If you have any concerns or feedback about a particular procurement process, email ProcurementComplaints@hnzc.co.nz and we will confirm receipt of your communication within 48 hours.
MBIE also offers a confidential supplier feedback service.

Housing New Zealand is Changing
On 1 October 2019, Kāinga Ora – Homes and Communities will come into being. Kāinga Ora is being formed from Housing New Zealand, our subsidiary HLC and Kiwibuild, which will all cease to exist. All supplier agreements with Housing New Zealand will transition into Kāinga Ora. Any agreements entered into from 1 October onwards will be with Kāinga Ora – Homes and Communities.
